Florida’s new governor, Rick Scott, ran on the platform of a business man who would be able to gain control over the balloning Florida budget.  He has asked that all State agencies that are not under his control should come under his mandates anyway.  They have responded by saying, “No way, Jose!” 

Should anything be done about this dilemma?  If so, what can be done?  Should Scott expect State entities to conform to his mandates even though he is not directly responsible for their overview?  During these times of financial crisis in almost every state, should the chief executive officer have control over agencies which traditionally have not been part of his/her overview?
